Still in the middle of a drought here 200 miles away...
Floods are typically much "worse"* during droughts. When any "base" destabilizes, every other proximate norm dependent upon that "base" is rendered far more fragile and easily damaged.

*"worse", 'cause, you know, floods are ancient, and cyclical, and natural - even predicable - and were always considered good and replenishing events before white people started building strip malls and little beige houses in flood plains and estuaries.
