So many variables. . .not enough time.
But simply - local Supply and Demand is a huge player in the run up in prices. Every consumer trying to find that last best deal before $4.00 gallon. And honestly, at that point in the curve, demand is much higher than local supply, and the availability of the next shipment, that the price can be adjusted quickly upwards.
Now, coming back down. . .you're right - it is price gouging, but we clearly can not utilize that as a reason to boycott our ability to purchase fuels to get to and from work, or to perform our job.
The moment you realize we are gripped tightly at the balls and get down to the nitty-gritty of the energy, and specifically the local economics of the oil industry, we'll simply just keep crying price gouging and they'll just laugh.
So. . .in essence. . .we're subsidizing energy purchases.
Much like the Chinese, and other developing countries.
Spectacular.
But of course, it's not a subsidy. . .yeah yeah - whatever.
15 gallons of gas a week? What you guys stockpiling this stuff again (still)?
I use 10 gallons of gas over three weeks; if I don't work much, a month. Maybe that's our problem, not properly managing our energy use. . .no. . .we wouldn't want to educate people about ways to conserve this precious resource.

Yep, the PFD is going to be 3269.00 this year...and a month early at that. Something Sarah Palin got worked out, but of course that isn't reported in the press.
Let's see....$3269, that will pay for 15 gallons of gas a week for the year. Not a bad deal...
