How come on bad wx days at ORD we can sometimes still get a tower enroute clearance while a nasty GDP is in effect? I would think more airplanes in the class B was exactly what they were trying to avoid?

Because most of the time it's the ARTCC's that are restricting the traffic, not the terminals. They restrict the traffic by issuing MIT restrictions on departure fixes. In theory you go tower enroute you are not subject to the ARTCC's restrictions.
