91.117 says "below 10,000 ft. msl" so at 10,000 ft. you can go as fast as you want. At 9,999 ft. one must be below 250 kt.

I've been saying for a long time that on go home leg flights should be given a status just below lifeguard. And 250 below 10 is waived.

The insane downwind in IAD needs that BAD.
In ATL they keep you high so you can haul ass for a while. But going into IAD you're down at 3-5k 25 mins before you finally land.
I still remember IOE, downwind abeam the numbers then "Delta blahbitty blah airport in site? cleared for the short approach!"
