That's the pneumatic actuator system which moves the nozzle. Note that the sound is coincident with the nozzle opening and closing.

That video, taken at Westover ARB (KCEF) is right next to me. Those C5's turn crosswind to downwind over my house. I've had the hear that for the last 10 years. Its loud, you literally have to stop talking to whoever you're talking to.

It is a unique sound though!
