On PJP the guy who posted this picture said it was supposedly a Lear 31 on the ILS 6 circling to runway 1.

Listening to that, it sounds like he was late on the turn, probably fully configured, with gusts over 32kts. Which would lead me to speculate, but... "not gonna do it, wouldn't be prudent."According to Live ATC recording he was circling to land on 1.
