We're going to up the rate to $25/hour. We can't offer work to CA residents for most projects, regardless of pay rates.

Without knowing the scope or intent of your project, it's hard to say what level of expertise you should be targeting (never mind the ethics of certain potential applications).

That said, $25/hour is not much above baseline for quality, general transcription services in the various US locales I've lived (back in the day I would occasionally do medical transcription). If you're trying to attract domestic aviation professionals, you'll probably want to offer minimum $40-50/hour, to at least be competitive with some flight instruction side gigs. A lot of us enjoy having side gigs, but--speaking for myself--without a premium above that and greater clarity on the project, I would much rather spend my downtime doing work unrelated to the day job.
