Any airport that is evaluated for an instrument approach is also evaluated for an ODP or SID. If neither exist, you are free to turn directly to your first fix at 400AGL, climbing at a rate of 200ft/nm. AIM 5-2-8
Winner. I've only had this happen once in 5 years here and thankfully remembered it. But I had to find it in the AIM to convince the captain. He still didn't believe me - thought we were missing a plate. But it's so rare (at least at the airports I regularly visit) not to have an ODP or SID or directions from ATC that I can understand forgetting this completely. I'd be looking long and hard for any guidance prior to just launching and making a turn direct to a fix.
