Why is LAX always on flow?

Build runway 29-11 out in the middle of it.
SFO did have a runway 29 a few years ago.

As you can see in this diagram demonstrating Asiana's visual approach procedures, taxiway Charlie abeam 28R has faded runway markings. In 05 or 06, the taxiway doubled as runway 29(don't think there was a 11) and was used largely by Brasilias and GA turboprops in VMC to help with arrival spacing. I don't remember ever seeing a tripple approach, but sometimes a guy would be on final for 29 with 2 planes for the 28s close in tail behind. I guess SFO didn't get what they wanted from it and the runway returned to its taxiway duties, though the touchdown markers and some other markings stuck around for years.

What is this "FLOW" term?

Usually once a month at LAX, they have unused capacity potential but not enough slots to utilize it in a given time. They need some time to purge all their excess potential. So they inhibit new comers from penetrating the airspace. Don't even think about looking for the runway during these periods. Things could bet bloody.
Can we move on to a new thread now?

I was wondering how long it would take...
