Why wouldn't they? There's a SATCOM relay in the drone itself for radio comm. The operators talk to ATC and other aircraft just as if they were on board.

My one and only time of dealing with a UAV was off the coast of the Carolinas, and, of course, there were a lot of questions from pilots on what the deal was. All we were told was there was a UAV high at 10 o'clock. Numerous people were told about it and all ATC would say was it's higher than you and we know about it. We were at 450 at the time and it was way up there. Surprisingly, we never picked it up on TCAS...

We can/do talk to them ... only reason you know they are a UAV is they are high and usually slow...
