I would say try to get a medical. If the FAA doesn't jump on you then, go ahead and start your training.
As far as getting certificates, the medical is the only "background" check you have to do. If you want to fly solely for recreational purposes, I don't think you will have a problem. Should you want to fly professionally, you may want to try to find out a real answer to your question before you start shoveling out major bucks for your training.
