This developer, or group, will fuel the arguement and in the meantime secure property rights to develop a parcel of land in the vicinity of SDL. Once the debate rages for a few years they will come in an propose a relocation plan for SDL to their area, this will all be under the guise of improving life in Scotsdale both by limiting noise and providing growth opportunity.
The end result will be a mini-version of Denver's DIA: a few people retire comfortably on the deal and the public gets screwed.
