The two way around this.

#1: Call holding short and tell them your ready to go.

#2: Ask for a hold for release.

I used to frequently fly into OKB, and had more than one time where I had filed to get out, called for a hold for release, tired to get back a hold of them and was unable to get back through due to a busy line. So now when I call, I usually ask for my clearance and tell them I am ready to go.

Yeah. I learned after the first time to be at the hold bars. Set parking brakes, remove headset (better yet, have the phone plugged into your headset to begin with...) and dial.

Fortunately, late at night I've usually gotten what I've filed so the magic is already lined up and ready to skedaddle.
 
well that explains it, more FFA stupidity ask you masters how are you suppose give an IFR clrn under the same conditions?

Pilots are just supposed to call on the phone now. Ironically the only places where we have working RCOs right now in my area are at airports with VFR towers.
