Pardon me for injecting yet another useless opinion in this matter, but if we do end up integrating everyone together wouldn't we be using snapshots of the seniority list on the day of the announced merger? Isn't that what Delta and NW did?
That's normally what happens, but keep in mind, a guy on furlough at the time of the snapshot has zero career expectations, even if he or she can expect to be recalled soon because of planned retirements or what not. So it would probably come down to legal actions (see: US Airways) to decide whether the furloughed guys have any seniority compared to new hires AFTER the merger when they got slotted in to the list.
