As far as getting my high school diploma translated can I get that done here or does it have to be done in brazil. If I could I wonder if I could send it to my uncke in brazil so he can do it for me. Does it have to be a special university or any university ?? thanks
No it has to be done by a Tradutor Publico Juramentado, really few of them that do American documents.

the price is fixed by the govt, 40 reais for each page (for an US Diploma is gonna be around 400 reais)
It`s gonna take him few days, best thing is to send him a scanned copy by e-mail, and when you go to pick it up you take there the original to get it stamped. After that you need to take it to a cartorio (with your ID and CPF) and get each page recognized.
Before you do all this your diploma has to be legalized at the Brazilian Consulate in the US (you can do this only in the US!).
When it gets to Brazil you have to take it to Fullbright Institude, They have an office at the PUC University in Gavea Rio to get your school recognized.
After all this you can do the translation and then take the document to the MEC (Ministero da Educacao).

My Process ad ANAC is over they gave me a license...but it`s valid for 90days, this because MEC never recognized my Diploma. I went to a private school and the Brazilian Consulate does not want to legalize the document, because the Diploma I got is from a different country then the one the school was in.....I need to figure out what to do now
MEC does not want to take the document without legalization, I tried to pay them off, nothing...I got kicked out by the security peoples...
