I think the only thing that can be said is that nobody knows anything about how applicants are selected. People with high ATSAT scores (me) hope and pray that that's all they really look at. However, the truth of the matter is that if it was that simple, they wouldn't take a whole week to make selections. We have no clue as to the actual selection process.
As far as connections go, they help, but they aren't the end-all and be-all to getting hired. I have a "person on the inside". He called me the day they were selecting and said, "Here's the deal: Right now you've got these two states selected. However, all of my connections are in the Eastern Region. They're not really hiring OTS right now, only military and CTI, however, I'm pretty sure I can get you picked up in the DC, MD, VA area if you're willing to change your geo prefs. Otherwise, if you still want TX, you're pretty much on your own."
I said do whatever you have to. But he couldn't change my prefs, so I was going it alone. He called me three hours later to say that I had gotten picked up and where.
Point being, my connection served no purpose but to take me out of the waiting game weeks before everybody else.
