Accept your offer as it is and then talk to your HR rep BEFORE the PEPC. Sometimes they can arrange a swap.
On a similar note. Yes...if you are even considering turning your offer down, please call first and don't hang up the phone until you get someone on the line that can help you figure out how to give the position to someone else.

Funny; I checked AFTER the PEPC. Until you have a TOL, you aren't officially selected for anything. After getting my TOL, I inquired about a higher-level facility, and my HR rep put in the request with the ATO. They declined my request, which is fine with me after talking to one of the folks at my future facility, but I'd say your HR rep is the one person to consult on switching facilities.

Well like someone else said maybe they are sending out the emails to people with specific PEPC locations. Good luck, hopefully since you haven't seen any LAs it means those emails haven't gone out yet.
