The same company that builds the Y12 has built under license several western aircraft like the ERJ145/Legacy (for the Asian market) and all sort of Eurocopters.
They also make a lot of parts for Boeing and Airbus, the A320 elevators and rudders are made there, they build about 5% of the airframe components of the new A350....and for Boeing they make components for the 777 empanage.
It's a long way from building stuff of someone else's blueprint to designing a turbine twin from scratch. Also don't Boeing and Airbus seem to have repeated quality control issues with some of these 3rd party vendors?

The Y12 is based on an aircraft (it`s predecessor without PT6 engines) that has been around almost as much as the Twin Otter. Most of the current engineers working at many of those Asian Aerospace companies that make products for western aircrafts have studied in Europe or the US, most of the time achieving better grades and results then western students. They have the capability, the issues with quality have a lot to do with their culture, you would probably understand if you visited China (have you?), they have a very strong business mentality and they try to cut corners and save up where they can, which has a huge impact on mass production. China also has most of the raw materials required (they have the world most advanced supply chain), but often they are not as good, but still the culture says why import them if we have them here....

Fix the culture issue and they could make better stuff then we do.
