New AF pilots have to make an effort to get their civilian ticket (Comm Inst ME, limited to centerline thrust for T-38 drivers), it's not automatic.
And I recall reading someplace that no "government pilot" (military, federal, even local law enforcement) is required to possess an FAA pilot certificate as they don't operate under the authority of the FARs.
