A little background info here - I signed up for an online IR ground school course called AviatorAcademy (aviatoracademy.com). For a fee of $69, I was promised an instrument rating ground course, completely online, with an instructor sign off on satisfactory completion. Well, I got through 4 of 12 sections of the course just fine, but could not move onto section 5 because my instructor had not graded the necessary assignments for me to proceed. After a month of not being able to proceed through the course, I contacted the owner who said he'd take care of it. After two months, I sent a very polite, almost apologetic email asking for a refund since I was losing the knowledge I had obtained up to that point. No response. Two weeks later, I sent another email - same polite tone - no response. Finally, three months after I was unable to proceed through the course, I sent a professional, but firm email...

This is my final request for a refund of the $69 I paid for the Instrument Rating Course offered through your web site. As I have detailed in previous emails, I was unable to proceed past section four of your course, and it has been nearly three months since any of my assignments have been graded. As such, I have been forced to pursue my instrument ground training elsewhere.
It would be in your best financial interest to respond to this email promptly. I have already obtained the necessary information to seek financial damages for paid services not provided from the Harris County Justice of the Peace. I fully intend to bring a case against you to reclaim these damages, as well as all costs associated with the case. As such, it would be financially wise of you to refund the $69.00 I paid for this course through eBay purchase and spare your self greater expense. I have also contacted several individuals who have expressed interest in writing letters of evidence on my behalf - these individuals have had negative business experiences with you, including not being paid for services rendered.
I will wait 7 days from today (26 June, 2007) before taking legal steps. If I don't hear from you after this time, expect to be served.
