Well that's kind of what I was asking. In order to circle you have to have the vis to see the runway anyways, and that is published on the chart, and is usually below 3SM. So it's certainly not VFR, but I would argue you ALWAYS circle in VMC.No, it is not VFR that low. But for a circling approach you are required to be in visual contact with the runway at all times. The wording makes it sound weird if you disregard the visibility requirements for VFR.
