Is 1-2SM VMC? (not G)

No, it is not VFR that low. But for a circling approach you are required to be in visual contact with the runway at all times. The wording makes it sound weird if you disregard the visibility requirements for VFR.

Well that's kind of what I was asking. In order to circle you have to have the vis to see the runway anyways, and that is published on the chart, and is usually below 3SM. So it's certainly not VFR, but I would argue you ALWAYS circle in VMC.

Yeah in the Pilot Controller Glossary it says VMC is conditions that allow for flying under VFR minima so it sounds like VFR and VMC are almost interchangeable.
 
No single pilot, they're going to be offering the right seat for a small fee for the PFT guys........
Maybe you're trying to be funny, but that is offensive to the industry. The FOs in their 2 pilot airplanes are and always have been paid. People spending their money to sit next to the pilot of a single pilot airplane is entirely different.
