I think Mattis would best fit as SecDef or SecState. I think he could really straighten out the budget and acquisition process in the military.

I think it's more of a personality thing. I can picture Mattis walking into a Lockheed boardroom, "I come in peace, I brought a checkbook, but if you jip me, I will kill you all."
