It's all good.
Aside from getting into the boring minutia of my work, my real point is I think, in the Army at least, the use/lose it mentality with any budget (air/ammo/ground, etc) is largely inaccurate. It's probably based loosely on fact but the details aren't known to most.
I think the most common reason units lose money is because of an overall service wide budget decrease. Blackhawk has told stories about units not letting vehicles leave the motorpool before due to lack of Class 3 or 9 funding.
