pntbllr - Can you elaborate or be more specific on "spin some stuff around?"

We were told they were trying to find some funding for the tower. The person who told me wasn't exactly sure where the money would come from or when it would be available, but I guess they found it. They did say they would keep the tower open when the cuts happened.
