Just my casual observation, but it seems that most of the people who ended up with neither of their preferences requested areas where the pickings were pretty slim to begin with and/or limited themselves to a single facility or were terminal or en-route only. Ditto with the folks that weren't selected at all last time around but were in the "well qualified" group of AT-SAT scores. I imagine there were a few exceptions, but it may have just been a matter of that their choices were all spoken for before they got to their names in this go-around.
If you have the luxury of waiting out for a particular assignment, then by all means do so. But if you're trying to get your foot in the door, it would probably behoove one not to paint yourself into a corner by listing "terminal only" in one state that has a single up/down facility and a couple of VFR towers or putting in your comments that you'll only consider one facility in a particular state. Keeping your options somewhat open seems to be the key in getting selected.
I'm 28 . . .I don't have the luxury of waiting. I really don't care were they send me. Is there a way to let them know that I'm completely open to wherever? Or is there a way to find the most desperate location and make that my number 1 choice?
