I think they want to avoid saying "Hi" to their buddy, "Steve."
The calculated airspeed on the Q is known to "bounce" 5-10 knots. Once you're used to the plane, you know to pull power before hitting bumpy things, like clouds. Pretty much ioe candidates were over speeding the airplane quite frequently. Also in the decent from 10,000 to 8000 feet vmo decreases by nearly 40kts.. if you are holding 250, there is a good chance you will miss the pole coming down to 245.. and will over speed. I said vmo-10, but it also includes FAA speed restrictions, ie 240 below 10k... and then when at 8000 Max speed for a guy on ioe is 235 kts.
Where it really burns you is at 20k+, as you are only loosing 10kts indicated, but seems to be closer to 30kts groundspeed
