I have an iPhone 5 with AT&T. I'm on the 10 gig share plan that gets divided up between my wife and her iPhone and my iPad mini. 10 gigs is plenty. I can even download current charts and NAV data on the iPad and still never get close to going over. With crappy hotel wifi charts can take hours. Tethering your phone to a wifi tablet is also an option, but since my iPad is my primary flight planning device I wanted some redundancy.
I'm not sure if the Verizon or CDMA phones still do this, but they would always run themselves dead trying to search for a signal while flying, or out in the middle of nowhere (if you didn't turn them off). I never had this problem with a GSM phone (AT&T). AT&T is starting to do roll over data on the share plans now.
