Victor Airways above FL180

Talk about bringing back an old thread, but this came up in basic Indoc. What about HAWAII where there are no jet routes? It's pretty obvious guys are flying victor airways in the flight levels.
Yeah I did it. I remember talking about it in ground school but it's been brain dumped now.
 
No Class A airspace either. You could fly as high as you want and not talk to anyone if you wanted.

Discovered when I was updating my jepp charts that the low enroute chart for Hawaii specifically states that "routes are effective at all altitudes unless otherwise noted". Most likely because there is no class A and thus no jet routes.
