I gotta say the BED Gulfstream crash sounded awfully like what you are describing. They got the "gust lock is on" figured out, and had they aborted right then, probably would have lived (even if overran by several feet). But to keep repeating that gust lock is on and then try and free the lock, while eating up precious runway is bad juju.

Yeah, I agree. But like I said, it's such a narrow set of circumstances, where do you draw the line. At that point, things become very cloudy. Very double edged sword.

I call V1 at about V1. My goal is to get it right on the money, but sometimes that little sucker (airspeed tape) is just to damn jumpy when it's gusty.

I don't think it hurts to call it a hair early. 5 kts at that speed and momentum is going to go by extremely quickly. And sure a startle factor may be built into the V1 value at V1, but you are talking about test pilots doing these flights.
 
IMO, there should be a set of circumstances, as narrow as they might be where the FO can, and should, call "ABORT-ABORT-ABORT".

I think there have been accidents, or at least incidents where an FO has aborted.
 
I'd be surprised if there are any 121 operators left where the FO can make the reject decision. Too many spectacular foul ups happened with too many chiefs on that critical decision in the cockpit.

In mshunter's scenario, holler out clearly "she's not flying" or something similar.
