I give my employees time off at the last minute, too. But it's at my discretion. The official policy in the handbook says you have to submit your request for vacation time at least 30 days in advance. Anything last minute is purely at the discretion of management.
The ole "management's discretion" loophole. At least you probably don't abuse it like our previous employer.
Another thing to keep in mind is some places may have a PTO BANK, but PTO and a sick call may be different. The sick call comes out of your PTO bank. Kinda like Pinnacle would take a legit fatigue call out of your sick bank. You didn't call in "sick," but you still get paid from your "sick bank" and it doesn't fall under the attendance policy. Not sure what the current practice is there, but that's how it was when I was there. Similarly, you may have a PTO bank that they use to cover "paid time off" for ANY reason, be it sick, vacation, LOA, whatever. It absolutely, should NOT be said that "If I use PTO they shouldn't say anything" unless your CBA covers that. You're in a very, very grey area otherwise. PhilosopherPilot did a good job covering how it works here, and I feel we've got one of the more liberal policies (outside of not having a policy at all) around. If I call in sick tomorrow, CrewTrac will say have a code denoting sick and either paid or unpaid (we have that option, actually). Sure, the money comes out of the PTO bank, but it's still coded as sick, which is a different code than PTO. If I PTO and go to a job fair, for example, it's like I went on my day off. If I call in sick and go, I've effectively lied to my company and am subject to the terms of the (at least for now) PEA and employee handbook as well as any attendance policies.
And yeah, it wouldn't surprise me if there are company moles at EVERY job fair. It's at least safer to assume that.
