Require transponders

There is an NPRM out right now, hopefully it goes nowhere. https://www.federalregister.gov/articles/2015/06/16/2015-14818/transponder-requirement-for-gliders

Putting Mode-S transponders and ADS-B in gliders is probably not feasible right now - it isn't cost, so much as weight.

We should tag all birds with transponders. Weather balloons too. And kites and hang gliders too.

About half my time in the air has been without a transponder. Amazingly, looking around outside works pretty well.

My 402's starboard engine failed for fuel starvation after I was distracted a bit after I blew past party balloons over my left wing-
