? Regarding Flight School Rates

Blaise, back in 97-99 I did some training out of EFD at Cliff Hyde Flying Service, I heard he is now since retired though

Okay, cool. I've only done touch n goes into EFD and some practice instrument approaches...never actually been physically on the field. I'm not familiar with the flight schools there, but I enjoy flying there just to see the cool military aircrafts scattered all about.

If they go IMC, the instructor must be the acting PIC, and therefore must have a medical.

Correct me if I'm wrong, but I thought you had to have current medical to do any CFII work. Once the student is under the hood, you're a required crew member (read: safety pilot). In order to be a safety pilot, you have to the category and class rating and a valid medical. No?

Indeed I do EH?! haha.

Cliff is semi retired. He sold the school and still instructs a tiny bit.
He doesn't take on any new students, I think he is just finishing up the ones he already had or is willing to keep going with add'l ratings for a student he had.

I tell all of my new students, they are charged for my time. Block time. If they schedule two hours of my time and I am with them for two hours, don't you think I should get paid for two hours.

Without a doubt! It doesn't get much clearer than that.
