Interesting. Thanks. One think I noticed on a very brief read is that it wasn't really a pop-up but an amendment of an existing plan. Initial impression (which automatically flags it as unreliable ) is that this is a distinction with a difference.

Since the amendment was a completely new IFR flight plan that wasn't communicated to Flight Service, it's identical to a pop-up. The only defined term for a pop-up, anyway, is "abbreviated flight plan", which is used in this case.
