not sure but my club always keeps our pa28-140 at 6qt, minimum is 2qt....I can't imagine flying the plane with only 2qt.
I very well could be wrong but for some reason I don't think it is legal to dispatch/take off with 2 quarts. I thought that the 2 quarts was like minimum safe level. Meaning if you blow out an oil line or something or any type of oil leak and it maintains a level of more than 2 quarts then it won't cause internal damage. If it goes under 2 quarts maintenance has to tear it down because internal damage is likely. Like I said may be wrong but I remember some A&P telling me something like this...
