It's not uncommon to be hired below published minimums. I don't think its happening right now, but it's defiantly happened in the past.

This topic has been beaten to death! Its nothing but a nuisance to apply below published minimums unless you "know" somebody on the inside. Just firing off apps even though your short of time is a waste for everyone involved, namely the company that is hiring. Besides, 100 hours of multi is a pretty meager amount to begin with...
I don't doubt that there's some truth to what you're saying. It's funny how wide the range of advice you get not only on this forum, but from pilots in general. I've also been advised on this forum and by regional pilots to go ahead and throw out apps to get in the pool. Showing the company that I've been interested for a while etc......
