A few things.
This is a 2,400' runway. That should be enough to get a Mooney in and out of. Yeah it's narrow, and yeah it has obstructions but if you plan things out correctly it shouldn't be an issue. He very obviously was hot and high on his final approach, and he should have put the power in. Simply put, this guy made a bad decision and almost bent his plane in the process. In addition to landing on like the last third of the runway, he locked his brakes up and it looks like he started to skid sideways. In my guesswork, that kind of sideload could colapse his gear and he'd be in a world of hurt at that point. That's not even to speak of crashing headlong into those tree's doing 30 knots. There are no airbags in Mooney's.
Now with the issue of fuel. If he had that little fuel onboard, then that's some piss poor planning on his part. I don't know who in their right mind would try to land with that little fuel to the point that you couldn't put the power in and go around. But with the decisions this guy seems to be prone to making, I would guess that he wouldn't plan on something like that.
Careless and reckless operation if you ask me.
