New 1500 / ATP for 121 Rule, details?

I apologize on advance of this is / belongs in a different section. I just joined jc, and finding my way around.
I read the NPRM at length when it came out, and can't find the latest info on it now anywhere, despite intense googling for it. Does anyone have a link to it somewhere?
Im hoping to be done with my commercial multi instrument in late May. From what I have seen, the rule goes into effect in August. Is there any plan to have a "grandfather clause" on it at all? If someone flying 135 SIC with 800 hours when August rolls around, are they just going to have to be let go?

This rule only applys to 121 airlines. Basicly you will have to have your ATP before flying on the line. 135 PIC and SIC mins remain unchanged.

Can you get hired on with a fresh comercial before the rule takes effect? Yes, in theory. No in practice. All of the airlines have plenty of applicants with several thousand hours applying right now. Also they have undoubtably seen the writing on the wall, and will be requiring it even before the official rule takes effect.

You need to plan on building flight time somewhere before you can try for the airlines.

I was just thumbing through AOPA Pilot yesterday, and I love how ATP has latched on to the impending change with the marketing angle of, "Quick! Come through our 90-day program before the 1500 hour rule goes into effect!"

That is so shady. What they don't tell anybody is how airlines these days won't touch you unless you have 250 PIC. From what I hear that is a little bit of a problem for airlines who were hiring people with wet commercials a couple of years ago. Now they have a significant number of FOs who can't upgrade to Captain unless they rent a plane and build the PIC time on their own dime. Not likely to happen...

I think the applicant pool over a 1000 hours has already dried up. Most of my friends getting hired right now are well below a 1000 hours and it seems to get lower every week. My money is on a "how low will the bar go" thread by summer.

Until they raise pay/work rules, that is the only way they will get qualified pilots.

Maybe some inspectors interpret this differently, but most have counted the 121 SIC time as long as the pilot is upgrading at his/her airline.

True, but the ATP will be frozen until they get the 250PIC which makes it difficult if your airline flies internationally at all.
 
are you talking basic PIC time? I am confused, do we have people flying airlines with less that 250 total PIC time in anything?

It is entirely possible and simultaneously ridiculously frightening, although I don't personally know anyone with less than 250 PIC.
 
I wonder why the language reads that one must have an ATP rather than one must meet the requirements for an ATP...taking that flight exam costs money and maybe a person would not have the money to do that. Since your first airline PC can count as an ATP, I wonder why they don't do it this way?

I don't know fore sure, but I'm guessing it's because they want pilots to have an ATP rather than just meet the requirements for an ATP. :)

I doubt the financial cost of reaching that milestone wasn't even part of the considerations. Having the requirements isn't the same as actually having performed to the standards, else the ratings would be awarded on experience alone rather than the experience simply being a prerequisite to demonstrating the performance.

My understanding is that the new law will say you must have an ATP before flying on the line.

You could, in theory, get hired with the ATP written, the flight time reqs, and do your ATP checkride as part of your initial checkride.

During a recent phone interview with Ameriflight, the interviewer told me she had just received a resume of a regional FO with over 2000 TT and 107 PIC. Followed by "I can't even consider this application"

This is the scariest thing I've ever heard.

Yeah, we forget that between 2005 and 2008 many pilots were being hired with times as low as 300 total.
