with airspeed requirement... what about high winds?It was also used on the special engine out departure that Mesa got approved, which is probably similar to what SkyWest and Lynx use. The best single engine departure was in Eagle/Vail where if you were before 2.2 dme or so you had to enter a 15' bank left(?) 360' turn. Not 20', not 10'.

If they are paved and have an instrument approach they're not extreme.
