I know that because part is distorted your eyes focus in on the in-focus portion. Other then that not sure except it looks damn cool.

For those that don't have Photoshop, there is a web site that creates a tilt-shift image for you. Just upload or link to an image and adjust two sliding levers to create the effect you want. I did the attached image in just a couple of minutes.

Very cool. I use Paint.net for all my editing needs. It's like a free, full function Photoshop.
