Richard5, try looking at things from the police side of things and judge it from what is known to the officer at the time. He probably waited to pull you over in an area that was more to his tactical advantage and just about any officer would draw if a drug suspect reached into his vest. As the officer you have no idea what the subject is reaching for.
I agree with all that you said. I understand the LEOs have a duty which may involve things getting out of hand very quickly. They have my full support. I've tried to understand their POV by having sincere discussions with off duty cops. Aside from the fact they have little sense of humor I understand their mentaility less than I understand some engineers. I think I would have to go through POST just to barely begin to understand the how and why the LEOs think as they do. I don't take it personal when they act as they do. I know they have a sometimes difficult job.

Basically, my post to which you replied was my attempt to explain how these incidents occured.
 
Officer pulls me over, "Do you know how fast you were going?"
Me: "No, sir!" (although I know exactly how fast I was going, I am not about to confess to it.)
I once was pulled over for doing 25mph over the limit, and when the cop asked, my response was "I do know, but if I say then it will be an admission of guilt" (stupid answer on my part). The cop then went on to give me a verbal lecture that included a couple of words from the naughty list, and he went to his car and came back with an official warning on paper. I felt lucky considering my idiot response :)

Oftentimes, the question is asked because there are people who really have no idea they were speeding due to being distracted by other things. Its a rhetorical question regardless. The cop knows what your speed was, so it really doesn't matter in terms of trying to hide how fast you were really doing. Oftentimes, one may not know the actual speed they were doing, but knew they were speeding. And in these situations, that kind of honesty has been known to generate nothing more than a verbal or written warning, even from (shockingly) a motorcycle cop (shocking, because their sole reason for being is traffic enforcement). Though its no guarantee of course, as it depends on the officer. And it likely won't work in cases of criminal speeding.

I remember once an SUV that had a piece of luggage fall off the top of it on the freeway. The bag already got clipped by one car and was in the right lane. We stopped, picked up the luggage, and then hightailed it to pull over the SUV simply so we could return the luggage to the driver and remind them to check their tiedowns on their luggage rack. Made the traffic stop, and it's a guy and his family. Getting to the drivers window, we weren't even able to say "hello!" before we get the "officer I wasn't going faster than ANY of the other vehicles on the freeway were, and EVERYONE is speeding here! I don't know why you are singling ME out. Is it because Im driving a Lincoln? I swear there are people going faster than me....yada, yada, yada, blah, blah, blah" We let the guy go on for about 3 or 4 minutes just for our own sheer amusement, and because we couldn't get a word in edgewise anyway, before we were finally able to say "sir, is this your bag?" To which we get "....why are you taking bags off of my truck???? blah, blah, blah, (another 1 minute tirade)" until we were able to explain to him that it fell off of his roof rack, and we were returning it to him. What do we get? "....look at this, it's damaged now! Why didn't you prevent it from getting hit?? (yeah, thats what happens when luggage bounces down the roadway....maybe YOU should take some responsibility for securing your won stuff). Then and only then did he shut the hell up and actually calm down, to the embarassed look on his wife and kids. No thanks, no nothing. If I had been a DPS officer, I would've written him up for 28-898 of the AZ vehicle code, in part due to his crappy attitude.

So for people who think that cops are the only problem and are bad people; try dealing with the whole of society someday. It's an eye opener. :)
 
Btw....for those that think US Border Patrol only harasses innocent people coming over the border looking for work. The link below happens very often, almost daily.

TUCSON - Tucson Sector Border Patrol agents arrested three Mexican nationals in the last 24 hours who were illegally present in the U.S. and have previous convictions for sex crimes.
Agents assigned to the Tucson Station arrested a male from Michoacan, Mexico Tuesday who, according to records found in a national database, was convicted in 2007 for Rape of Spouse by Force in Monterrey, Calif. The man now faces federal charges.

Early Wednesday morning, Nogales agents arrested a male from Nayarit, Mexico with a prior conviction for Sexual Conduct with a Female Minor in Phoenix in 1998. He is being prosecuted by the U.S. Attorney's Office for re-entry of an aggravated felon.

Also early Wednesday morning, agents apprehended a male from Veracruz, Mexico who was convicted of Child Molestation and Voyeurism in Franklin County, Wash., in 2011. The subject is being criminally prosecuted by the U.S. Attorney's Office for re-entry of a felon.

Searching for the next Underwear Bomber

This Pilot Program got plenty of public backlash, and the TSA has backed away from this a bit for now. But it may be the next step we'll see in this ever expanding program to protect us from the next Underwear Bomber. We do need to be protected from the Underwear Bomber, don't we? And US Highways would be a good place to search, wouldn't it?

Seattle Times - "The TSA has also indicated that it wants to move the perimeter of aviation security screening beyond the airport, to checkpoints on the road, according to Chris Calabrese, an attorney for the American Civil Liberties Union. If these roving searches are tolerated within the terminal and are allowed to jump to the street, there's no telling what might come next. Conceivably, in the near future the TSA could set up roadblocks to randomly screen automobiles anywhere it pleases."

TSA at best is joke in the airport. If they want roving teams. Then let another agency like the US Marshalls or FAMS do the roving teams only at public transportation centers.

Mike, would 28-1098 fit as well? Sounds like he had a few up there...

Interesting that would be darn right scary if TSA was doing it. I don't see a problem with another angency spot checking public transportation centers. Kind of like how they do it when they setup checkpoints looking for drunks or something else.

What scares me is I can easily see the sliperly slope and turn this into the USSR and them going "Papers Please"
