I think the idea is that they didn’t want pilots to hit FAR 1000 limits early and time out for the holidays. We don’t have a lot of soft time and it’s hard to get more than 95ish hours in a normal month. They didn’t foresee pilots burning vacation and sick time to get 140+ credit in consecutive months to hit the limit early. Oops.Makes sense, though interesting the verbiage apparently is in "credit" and not "block". Isn't 117 based on block? Maybe I'm confusing myself here
