Makes sense, though interesting the verbiage apparently is in "credit" and not "block". Isn't 117 based on block? Maybe I'm confusing myself here

I think the idea is that they didn’t want pilots to hit FAR 1000 limits early and time out for the holidays. We don’t have a lot of soft time and it’s hard to get more than 95ish hours in a normal month. They didn’t foresee pilots burning vacation and sick time to get 140+ credit in consecutive months to hit the limit early. Oops.
