Do we need any more proof that homeland security is just a smoke and mirror show at all levels? The guy tells everyone what he's doing, and he still manages to do it.

I would be very surprised if they didn't know he was coming. I'm pretty sure they let it happen.

The irony:
In 1930 Harold Pitcairn was awarded Collier Trophy for guess what - the development of the autogyro.
Later, Jim Ray took off the street in Washington DC and landed guess where- right on the White House lawn.
He had a different welcome though...

Is anyone surprised that the pilot was from Florida?

Given his state of origin, I'm kind of surprised the story didn't involve him being naked and/or screaming about Jesus or space aliens in the process.
