It’s kind of a mixed bag for me. I play by the rules because I’m pretty deep into advocacy. However I can understand why some do break the rules. In Marin there are 375 miles of narrow trail. Super rad for an urban/suburban zone in the SF Bay. Sadly only about 35 of those miles are multi use and allow bikes. The rest of the time you are forced onto roads or super steep fire roads. Because the 35 miles are mostly non continuous.
Also the two principal loops of 8-10 miles for bikes are pay to play. One is private where I do most of my trail work and the other is on public land. Both require a reasonable but still not free pass.
On a related note I thought this incident with the two doctors was amazing as it was a victimless crime that made the front page:
