Hopefully this is the right area to post this. 
I'm currently working with a gentleman from Italy to check him out in a Cherokee 140 so he can solo it. He has an FAA "endorsement" of sorts that allows him to act as PIC of an aircraft in the US as long as his Italian license and medical are current. The question that has come up is whether or not he can get a full FAA PPL based off of his current license or if he will need to do the training and checkride/written that all normal FAA applicants must go through. He's interested in getting a commercial license here in the US and though I don't know for certain, I feel as though he would need to have previously been issued a full FAA certificate to do so. I've been trying to find info and am having a tough time getting pointed in the right direction. Any help is greatly appreciated!
