I just want to add one thing here. SOMETIMES, it is worth it to apply somewhere if you are below the stated minimums. While a pain for the HR person to wade through all the crap applications and resumes, it does sometimes pay off.
Now saying that, I can see how it gets annoying, especially for part 135 PIC postions getting resumes from 500 hour wannabe's... but for something like Colgan (whos mins are 1000 and 100) it might not be a bad idea to shoot them a resume if your a few hundred short on the TT.
If the HR person has to throw out your resume, fine. Thats why they make the big bucks, right?
