It is my very limited understanding that yes, most of the events were in the 700. The company instituted an ACARS speed warning in that if you were flying slower than what the ECON page said you would get a message. However, that apparently wasn't good enough for the FAA (they only had that ACARS message in play for a couple of days). The FAA issued an emergency operations reg, or something, limiting the 200 to FL280 and the 700/900 to FL350 and minimum speeds of .70/250 and .74/250 respectively. Because we all now that flying at a lower altitude will make pilots pay more attention...
In recurrent they say that the average time for a slow speed event is 11 minutes after level off in cruise.
The company is obviously aware of the issues with these altitudes and is apparently appealing the decision. I don't know why...they say the 200 is the new Brasilia...and now it really is!
