Print out the PTS for the Commercial certificate and give it to him. If he's supposedly been flying "commercially" for any period of time, he's probably met most if not all the requirements of the Commercial certificate.

So today a person with a PPL that is and has been flying possibly questionable commercial activities is as dangerous as a drunk driver... The same pilot takes the Commercial checkride tomorrow morning and gets a new plastic card that replaces the word "Private" with "Commercial". He's no longer as dangerous as a drunk driver... Is that correct?

I honestly can't believe no one would turn him in - I would call the FAA no questions asked. People flying outside of their certificate are a danger to everyone in much the same way a drunk driver is.
