Supposedly XE dispatch coordinated with XJ ops at RST before diverting there, but they reneged after XE landed, or there was a misunderstandting at some point. Also, who's to say they had any other choice given the weater conditions at the time, which were by all accounts, quite poor in the MSP area. If the choice is between flying through a level IV or going to RST, well.....
 
Declared an emergency because of uncontained HazMat UN3373? " Biological Substance". Evacuate the plane. Than kick the CSA in the balls who wouldn't let you deplane.

Eh, sometimes you're more concerned about getting the plane on the ground than if someone's gonna be there to unlock the door. TUP is an XJ station, and we've had to wait on people to get to the airport when we divert there from MEM sometimes.

Had something like this happen when I was high mins captain at Colgan. Shot a couple of approaches to BOS and then diverted to ALB for fuel. Dispatch told airways in ALB that we were a gas and go so the manager there refused to give us a gate to offload the pax. Pax were already on the 1900 for over 3 hours, including a pregnant woman. I told dispatch we weren't leaving ALB until the weather came up. The manager was pretty pissed when Seggy arrived up in the elevator from the ramp with the passengers in tow.
